GSB11 – With TYPO3 into digital sovereignty

“Digital sovereignty” describes “the capabilities and possibilities of individuals and institutions to exercise their role(s) in the digital world independently, self-determinedly, and securely.” This is how it is stated on the CIO page (Federal Government IT Commissioner).

The goal is therefore data sovereignty and independence from providers, licensing regulations, proprietary solutions, or technical solutions that deviate from regular standardized specifications and regulations.

The Government Site Builder (GSB11) – a new standard with TYPO3

Around a year ago it was announced that the Government Site Builder (GSB), the central web framework of the German federal government, will in future be based on TYPO3. The GSB provides the technical foundation on which websites of federal authorities are implemented.

At that time, the technical basis of the GSB was still restricted by licensing law. With the release of version 10, however, the switch to a fully open-source licensed platform was completed. The next logical step was the choice of a future-proof, flexible content management system.

TYPO3 emerged in this context as the new technological basis for several reasons. The system

• is available under an open-source license
• consistently relies on open technologies, which means no hidden licensing risks arise
• pursues a transparent strategy for security and further development
• is supported by an active, well-established developer community
• is already in use in many public institutions
• is supported by numerous technical service providers in Germany
• offers comprehensive options for accessible design

On June 5, 2024, the GSB was officially released in the new version 11 – now fully based on TYPO3 version 12.

What GSB11 brings technically

With the new release, public institutions receive a solid foundation for modern and accessible websites. Included from the start are, among other things:

• support for multilingual content
• ready-to-use content elements
• ready-made templates
• responsive display on mobile devices
• a more accessible backend for editors
• frontend components that meet the requirements of the Accessibility of Information Technology Ordinance (BITV 2.0)

Operation and hosting

GSB11 can either be operated directly by ITZBund or alternatively set up as a self-hosted solution.

A look ahead

As an experienced TYPO3 agency and long-standing member of the TYPO3 Association, we expressly welcome the decision in favor of TYPO3. In our view, this is a consistent step toward greater digital sovereignty and sustainability in the public sector.

The fact that TYPO3 will in future take on a central role in the digital infrastructure of the federal administration strengthens us in our daily work and our active role in the community.
